Dispensing licenses and research trials in pain management...

I have a question that maybe someone can help me get some answers.  I worked in research in dermatology for the last 4 years and recently opened a research company with a pain management physician in south Florida... The physician currently does not have a dispensing license because he does not dispense medications from his office.  I am starting to get some protocols and have been asked to participate on some trials and one or two involve narcotics.  I recently contacted the Department of Health medical quality assurance and the board of medicine in Tallahassee, FL to question the statues and laws regarding dispensing licenses and investigational research.  No one had any answers for me except that  a physician is required to have a dispensing license as a courtesy to his patients to fill an Rx in office.  But research is different... Does anyone know if a PI is required to have a dispensing license in pain management for research purposes only.....
