Screen Failures/Withdrawn Patients

Two scenarios, similiar situations:
1.  If a patient was found to be inelligible for inclusion into a study, can they come back at a later time for rescreening?  This is after they signed the study consent but have not been formally withdrawn.

2.  If a patient has been formally withdrawn (withdrew consent) can they come back into the study at a later time?  This is after signing the study consent.

1. Some studies allow subjects to rescreen when you believe they meet criteria. Some studies say one attempt and that's it.
2. Your second question would also be study sponsor specific.
